John Carroll is a nationally recognized expert in the design, development, and implementation of electronic Medication Administration
Record (eMAR) technology for use by institutional pharmacies, long-term care, and assisted living facilities. After nearly 20 years in
electronic Smartcard development for major corporations, Carroll turned his attention to the needs of the healthcare industry. He is
credited with building the technical infrastructure of Accu-flo, a state-of-the-art eMAR system that simplifies and
automates a standard medication pass in long-term care settings. Under Carroll’s leadership, Creative Strategies, Inc. launched
Accu-flo in 2007 after more than three years in development and field testing. To date, a total of 14 facilities in four states have
implemented the system. Carroll personally manages each facility installation and emphasizes the crucial importance of staff training
in using any eMAR technology to its full advantage. Believing in the importance of this technology in the future of resident care,
Carroll supports a more prominent focus on using eMAR in various medical settings beyond long-term and institutional care.
In November 2007, Carroll contributed to the American Society of Consultant Pharmacists 38th Annual Meeting and Exhibition with an
educational grant for its Business Forum. This event featured a moderated luncheon where a panel of institutional pharmacists discussed
the benefits of implementing technology systems in long-term care settings.
Prior to founding Creative Strategies, Inc., Carroll served as Vice President of Online Systems Development for Stored Value Systems and
was a lead designer of the PayEase (Ohio Direction Card) project in Ohio. The PayEase card was the first, offline Smartcard application for electronic benefit
transfer (EBT) in use statewide for food stamp recipients. Carroll quickly emerged as a leading consultant in the design, development, implementation, and
support of electronic service delivery (ESD) systems. This led to the creation of customized companion applications for food benefit issuance to WIC participants
in Wyoming and Ohio. Carroll is also credited as lead designer of the online electronic gift certificate and merchandise return stored value cards currently in
use by Kmart, Old Navy, The Gap, JC Penney, Mobil, Exxon, and others.
Carroll graduated Cum Laude from Eastern Kentucky University with a Bachelor of Science degree in Computer Science and Minor in
Mathematics. He earned an MBA from Bellarmine University where he graduated with honors. John lives in Louisville, Kentucky where he
is married and has three children.
